This is probably one of the first Noah's Heart Encounter that you'll get, and it's easy to unlock it. You just have to follow the main story until it takes you to Fairy Spring Station, your first sight of the impressive Steam Train. There, you'll climb the stairs to the platform and you'll see a Stranger, a character that is actually named Ansley. Talking to him will set things in motion if you have reached character level 18.

After talking to Ansley, he'll ask you to find his lost amulet and white t-shirt. The items are allegedly standing under a tree on the west side of the platform, near a wood bridge. To find the wood bridge you must run south until you reach a small river.

When standing near the wood bridge – don't cross it – turn around and you'll find a tree with an interaction spot (coordinates approximately 315, -537). Pick up the objects and return to the platform, but don't climb it. Hazel is standing near the stairs, talk to her to hand over the items. Now you have to wait a couple of in-game days before you can proceed, so take a stroll, complete a story mission or two, and then you should see the Others quest list prompt change from [Encounter] Wait patiently for Ansley to mail your commission to [Encounter] Find Hazel to get your commission and a letter.

Return to Hazel to talk to her and complete the Traveler's Amulet Encounter.

Complete: The traveler received the amulet successfully and wrote you a letter. Written on it are words of gratitude and the wonders he saw on his journey. “You can believe it, or laugh at my silliness”.

First and foremost, you should explore the world and unlock as many teleport spots a.k.a. portals as you can. Talk to every NPC that you find and explore every town, small or big, that you discover.

Leveling up is crucial as well, because level requirements are extremely common when it comes to unlocking Noah's Heart Encounters. Never stop leveling up your character and Phantoms.
