If I didn't know any better, I would say that SoulWorker and Closers got married and had a baby called Blank City. This anime action game for mobile devices is developed by Flero Games and looks stunning, to say the least. It also reminds me a bit of Honkai Impact 3rd, which is another flattering comparison to have.
Currently, Blank City features a cast of female characters only. Stella (Umbral Wings), Shizuka (Lightning Blade) and Luna (Midnight Full Moon) are the leading characters, with more to unlock. You can select two characters for each mission and swap between them.
Blank City is only available in some Southeast Asian countries but there are ways to play it from other regions. I'll investigate if this is a game worth covering further.
